Carl was the construction foreman at Elliot Markham's construction site at 1801 Century Park East in 1972. He was present when Markham tricked Lieutenant Columbo into digging up the site, hoping to uncover Beau Williamson's body. In Blueprint for Murder, Carl was played by recurring bit player John Finnegan in his first appearance on the show.
